A: I use the MVVM architectural pattern, so you should really think about the following: View Model for the view? - it is a View specific logic, where you would be changing the view i.e. the ListBox that represents the country / city list. View model for the Country / City List? - it is bound to the View (a UserControl), so you should think about presentation logic for the Country / City list View Model for binding the View (a UserControl) to the View Models? - You should think about the binding between the view model and view. In other words, how you would be binding the Country / City List view model to the view. If you insist on using the MVVM architectural pattern and your application is Silverlight, then the DataTemplates route might be a solution for binding the view model and view. Following the example above, you would be binding the view model to the view model by using DataTemplate, then you would be defining the country view (I mean by Country Listview) in a resource dictionary of an UserControl, then you would bind a ListView to the CountryViewModel (view model of the Country Listview). You would be defining the same for the city view (I mean by City Listview).
